Mark Wyllie

CEO

Life before Retearn…
I’ve spent most of my working life leading the delivery of large, complex transformation programmes in public and private sectors – usually underpinned financially by the delivery of significant procurement-related savings. I’ve led organisations ranging from start-up to 6,000 staff.

If you weren’t at Retearn…
I’d love to work in Formula 1 – preferably as a driver! I love the combination of exhilaration, competitiveness and innovation.

If you could transform one industry…
The spend on our combined military forces is huge, but from afar it seems that there are significant opportunities for cost savings and efficiencies. Defence is critical to our sovereignty, so surely it’s better to transform its efficiency rather than simply imposing draconian cuts.

Proudest client delivery…
The outcome that I’m most proud of is running a huge transformation programme that delivered £1bn savings for a government client which they then ploughed back into improving front line services.

Life before Retearn…
I have worked in Managing Director roles, as a Partner and in many global senior procurement roles; both in the consulting and outsourcing industries, with roles across various public and private sectors!

If you weren’t at Retearn…
I’d love to be a Football Manager – I am obviously more talented than any manager past or present as I pass on my deep knowledge of the game at both grass roots level every weekend or sitting in the stands at Villa Park noting the obvious mistakes that 30,000+ all miss every week. I clearly was overlooked and still don’t understand why!

If you could transform one industry…
Helping companies re-invest savings or build their supply chains for the next big product and seeing it take off really is something special and I think there’s more room for it in high-tech and R&D companies.

Proudest client delivery…
The ability for our people to continue to innovate, be flexible and change the fundamental culture of how our clients do business is great – especially when there’s positive feedback!

Life before Retearn...
I’ve spent 12 years working throughout the UK, Europe and Middle East on a wide range of projects. Upon my return to the UK I was employed by Capita PLC to create their procurement organisation which I grew from a concept to a £25m pa turnover business before moving on to be the MD of Capita Consulting/Transformation (a £40m pa turnover multi discipline consultancy organisation).

If you weren’t at Retearn…
I would love to be able to teach! I would home school my children while travelling the world, providing them with life changing experiences and helping them prepare for their lives ahead.

If you could transform one industry…
Many public-sector organisations make the headlines, complaining that they are under-funded or failing the UK citizens they serve. I believe many of these organisations are in fact over spent and investment in transformation and supply chain management would enable them to deliver much enhanced services within the cost envelopes provided to them today.

Proudest client delivery…
My proudest moments are when things are achieved against the odds. When you are told something is impossible or the expectation is that something will fail before delivering as a team, there’s no better feeling.

If you weren’t at Retearn…
I would love to be a football journalist – being able to watch the game, talk about it and get paid at the same time…what else could be better!?

If you could transform one industry…
I would love to work somewhere in Sports; an environment where I am able to enjoy the beautiful game whilst driving efficiencies to pass back to the fans! I see huge potential in the charity sector also; being able to drive out wastage and efficiencies to be able to benefit the actual people that need it.

Proudest client delivery…
A lot of the work I do with clients is extremely rewarding; being able to not just demonstrate a cashable saving to the bottom line but also improving and transforming the way they work. Recently I have worked with a private sector client where I delivered over 50% saving by driving efficiencies, removing non-value add activities and renegotiating the commercial contracts

It would have to be Education, to reignite a passion for learning and children to have a genuine curiosity about the world, instead of the constant focus and worry about grades. Teachers are heros.

Proudest client delivery…
In the early days of internet marketing, I persuaded a sceptical client to invest in digital marketing and move away from their traditional sales channels. Within two months it transformed their business and they’ve continued to be bold and brave ever since.

When I had a careers interview at school (all those years ago), I was told I’d suit being an astronaut. At the time that seemed a little ambitious given my fear of heights… but seeing how Tim Peake has gotten along, it does make me wonder what could have been!

If you could transform one industry…
I’d love to have an impact on the public sector as a whole! So many services have been tinkered with by governments, politicians and individuals with agendas far too focused on the next budget cycle. I would love the opportunity to step back with a blank piece of paper… oh the possibilities!

Proudest client delivery…
I successfully chaperoned a reluctant client through a challenging outsource which lead to an improvement in service provision, whilst making 25% savings and safeguarding all the jobs that transitioned to the eventual service provider! I formed a trust with the client and delivered on that promise on their behalf.

My early career was in Construction Management as part of a team undertaking the construction of £100m+ facilities. In the 1990’s I moved into the newly emerging world of Facilities Management (FM) working for the Management buyout of IBM Property Services which eventually sold to one of the world’s largest FM service providers. I have worked in both the Public and Private sector as well as with Clients and FM Suppliers. Prior to joining Retearn I was a Director of a FM Consultancy.

If you weren’t at Retearn…
To be the Captain of a really, really big ship, be it a luxurious Ocean Liner or one of those massive container ships. That way I would get paid to see the world, meet people and experience different cultures and food along the way!

If you could transform one industry…
The Facilities Management industry, 30 years ago it was pretty much unheard of and since then there has been tremendous change ranging from massive outsourcing deals at the beginning through to services being taken back in house. There is still scope for huge amounts of change, for example, the revolution of technology in FM is just starting. FM is about people and property and it sits across pretty much every sector from Healthcare, education, commercial and so on.
Proudest client delivery…
Working in an African country which was recovering from the effects of a civil war. I helped to set up FM services for their National Bank and also supported the establishment of an FM Company, it made me realise just how fortunate people undertaking FM roles in the UK are!

I would have loved to have been a landscape gardener. I enjoy being outside and learning about horticulture. I did spend 6 months working in fruit orchards overseas some years ago, but I believe my love of plants comes from my grandfather who grew his own flowers and vegetables.
If you could transform one industry…
Education. Who wouldn’t want to ensure the schools had first class facilities and access to further education. There are discrepancies across the regions with regards to funding and quality of services. We should be able to subsidise courses for the low paid and enable them to progress in their careers, leading to higher paid jobs and create a contribution-based system to enable those at the start of their journey.
Proudest client delivery…
Making a client believe in your ability. In a situation where they historically never utilised a procurement resource, then suddenly when results are visible, they realise you can add real value.
It’s a “light bulb” moment and very satisfying.

I’d love to be a Professional Squash player. I’ve played at a decent level for many years myself, but still watch in awe at the talent, fitness and will to win of the world’s best players.

If you could transform one industry…
Improving anything that involves tax-payer’s money provides me with greatest satisfaction. I watch politicians and governments regularly state they need more investment, when in many cases smarter buying or processes will support greater self-sufficiency (a bug bear from my Healthcare days!) and make the case for additional investment more compelling.

Proudest client delivery…
One that stands out is being nominated for a CIPS award for Most Improved Procurement Operation – Start Up, as we were nominated by our clients for overachieving on savings and providing them with effective support.

Most of my working life has been spent in Public Sector procurement covering a variety of market sectors including; Defence, Central Government Departments, Health, Police and Local Government.

If you could transform one industry…
I think the greatest opportunities for procurement to transform the way services are provided are in the Local Government sector. In these cash-strapped times, the first instinct for Authorities is to cut services where they could instead transform the way they’re provided!

Proudest client delivery…
I worked on a review of how local leisure services were provided. The project started out with the aim of saving money but we developed this focus; using leisure services to achieve improvements in health and wellbeing across the population. It was exciting to transform the way people perceived this leisure service, bringing a positive result!

I would love to have been a vintage motor mechanic, tinkering with old cars and getting them back up and running would be a fantastic way to spend my days.

If you could transform one industry…
I would love to see a better understanding of all industries using data to solve problems. We are in the midst of a huge data revolution, with information available in a way it has never been before. We see clients getting overwhelmed with data, the clarity we can bring when we isolate down the key insights that are truly required and help to turn those insights into actionable items is truly remarkable.

Proudest client delivery…
What makes me proudest always tends to be when you arrive with a client whose previous experience of procurement has not been great. Through building that relationship and understanding you can help to turn that around and show the real bottom line benefits effective procurement can bring to an organisation.

I’d love to have been a lawyer, its something I have become more interested in through my procurement career having spent a lot of time liaising with different legal teams. It’s something I’d like to pursue academically for my own interest and development.

If you could transform one industry…
My first procurement role was in Health and Social Care for a Local Authority and CCG. I still have friends and family who work within this area and seeing the impact of increasing budgetary challenges on the work they do highlights how important it is to make procurement and associated decision making as efficient as possible.

Proudest client delivery…
Setting up a large framework for a Central Government Department to manage Political Risk Insurance. One of the things I most enjoy about project work is getting involved and learning about completely new areas, I had the opportunity to work with some really interesting and knowledgeable people and received an award in recognition for my work.

If you could transform one industry…
I see a lot of inefficiencies within the UK healthcare industry and I’d love to address this in order to make life easier for front-line healthcare professionals. They do a great job on a day-to-day basis and often deserve more thanks and recognition!

Proudest client delivery…
I was particularly proud of setting up and leading the procurement function for a very well-known UK brand. It was a fantastic opportunity to design and execute their procurement strategy and a steep learning curve in over-coming strong stakeholder opposition. I learnt allot about how to influence and convince other senior leaders to act strategically to deliver benefits beyond pure cost savings.

Proudest client delivery…
Implementing a £50M Financial Services framework whilst working at a major central Government Department is something I’m hugely proud of. Proudest client delivery…
Having worked with a large national power and utilities company, I’ve supported the restructure of a business to map its transition to a leaner and more agile system. The UK rail industry. It continues to rank poorly particularly in comparison to our European neighbours. A wildlife photographer. The moment you finally see what you have been waiting so patiently for, then observing an animal go about its business, oblivious to your presence is so special. And I liked living in Africa!

If you could transform one industry…
Charities. The duplication of effort and resourcing in the charity sector really disturbs me. The underlying worthiness of so many Charites, many founded on such painful experiences is admirable but I fear, misguided. So much more could be achieved with more partnership approaches and better directing of resourcing and funds.

Proudest client delivery…
On a major Infrastructure project I successfully demonstrated there was a different way to procure a supplier, not just through a typical fixed price tender event. Not only did it reduce the procurement phase by almost a year, by engaging the supplier so much earlier we managed to Value Engineer the final price down significantly under our budget.
